Scientists Create 52 Artificial Rain Storms

Hail, lightning and gales came through the state's eastern region this summer thanks to scientist-puppetmasters.

As part of a secret program to control the weather in the Middle East, scientists working for the United Arab Emirates government artificially created rain where rain is generally nowhere to be found. The $11 million project, which began in July, put steel lampshade-looking ionizers in the desert to produce charged particles. The negatively charged ions rose with the hot air, attracting dust. Moisture then condensed around the dust and eventually produced a rain cloud. A bunch of rain clouds.

On the 52 days it rained in the region throughout July and August, forecasters did not predict rain once.

While fascinating, this is not the first time scientists have attempted to mess with Mother Nature. China has been tinkering with cloud seeding for years, not always successfully.

The All New GM Puma

A solution to the world's urban transportation problems could lie in two wheels not four, according to executives for General Motors Corp. and Segway Inc.

The companies announced Tuesday that they are working together to develop a two-wheeled, two-seat electric vehicle designed to be a fast, safe, inexpensive and clean alternative to traditional cars and trucks for cities across the world.

The Personal Urban Mobility and Accessibility, or PUMA, project also would involve a vast communications network that would allow vehicles to interact with each other, regulate the flow of traffic and prevent crashes from happening.

"We're excited about doing more with less," said Jim Norrod, chief executive of Segway, the Bedford, N.H.-based maker of electric scooters. "Less emissions, less dependability on foreign oil and less space."

The 300-pound prototype runs on a lithium-ion battery and uses Segway's characteristic two-wheel balancing technology, along with dual electric motors. It's designed to reach speeds of up to 35 miles-per-hour and can run 35 miles on a single charge.

The companies did not release a projected cost for the vehicle, but said ideally its total operating cost _ including purchase price, insurance, maintenance and fuel _ would total between one-fourth and one-third of that of the average traditional vehicle.

Larry Burns, GM's vice president of research and development, and strategic planning, said the project is part of Detroit-based GM's effort to remake itself as a purveyor of fuel-efficient vehicles. If Hummer took GM to the large-vehicle extreme, Burns said, the PUMA takes GM to the other.

Ideally, the vehicles would also be part of a communications network that through the use of transponder and GPS technology would allow them to drive themselves. The vehicles would automatically avoid obstacles such as pedestrians and other cars and therefore never crash, Burns said.

As a result, the PUMA vehicles would not need air bags or other traditional safety devices and include safety belts for "comfort purposes" only, he said.

Though the technology and its goals may seem like something out of science fiction, Burns said nothing new needs to be invented for it to become a reality.

"At this point, it's merely a business decision," he said.

Burns said that while putting that kind of communications infrastructure in place may still be a ways off for many American cities, the automaker is looking for a place, such as a college campus, where the vehicles could be put to use and grab a foothold in the market.

There's currently no timeline for production, Burns said.

The ambitious announcement also comes at a time when GM's future is hanging by a thread after receiving billions of dollars in federal aid and is in the midst of a vast restructuring that could still lead to a filing for bankruptcy protection.

Meanwhile, the ongoing recession has resulted in some of the lowest industrywide vehicle sales in more than a quarter century.

But Burns argued that some of the most revolutionary ideas have been born out of tough economic times.

"The next two months, and really 2009, is all about the reinvention of General Motors," he said.

President Obama Wears Bullet-Resistant Suit at Inaugural

Barack Obama had more than the Presidential 'beast' limo taking care of his safety yesterday.

According to some reports, he wore a suit made by a clothier specializing in bullet-resistant clothing during the inauguration ceremonies.

While no one from the U.S. Secret Service have yet to mention any details about the garment's structure, some are speculating it may have come from the line by Colombian designer Miguel Caballero. As we noted last year, Caballero is well known for his super tough but flexible and business appropriate clothing (see pic at right), such as the $7,500 polo shirt that can stop a shot from a 9-mm revolver.

Due to some of the unfortunately rising levels of dangerous conflicts in Colombia and other parts of Latin America, the need for this type of clothing has also led to a spike in sales.

According to Caballero, many of his garments offer more than three levels of ballistic protection and they are about seven times more flexible than the Kevlar vests that are usually worn. Designers that use Kevlar tie together dense strands of the material (500 to 1,500 filaments per strand of yarn, according to Slate), which is then weaved into the clothing.

With close to 2 million people on hand to watch the president-elect take the Oath of Office, the level of security was understandably tight and every precaution was taken to ensure safety for all.

Earlier this month, we noted that President Obama will be using the safest Presidential limo ever built, the so-called Cadillac One (or simply, "The Beast"), whose toughness rivals a tank and seals off like a bank vault in the event of a potential attack.

Why is TV Going Digital This Year?

So it can be in the pocket of every person with a cell phone!

Millions of consumers by year's end should be able to watch free, over-the-air television on cellphones, PDAs and other portable digital devices as the result of initiatives that will be unveiled today by some of the nation's largest TV station owners and electronics manufacturers.

The changes promoting on-the-go viewing are "quite significant," says John Eck, president of the NBC TV Network and Media Works. "If we play it right, it can be a compelling service," for example, by offering local news, which normally isn't available from cellphone video services.

At least 63 stations in 22 cities — including New York, Chicago, Philadelphia, San Francisco, Boston and Washington — will transmit news, entertainment and sports to portable devices this year, according to the broadcast industry's Open Mobile Video Coalition (OMVC).

The initial group will include affiliates of ABC, CBS, Fox, NBC, CW, ION and PBS. Each city will have a different mix. Most will simulcast regularly scheduled shows.

In conjunction with the announcement, at the Consumer Electronics Show in Las Vegas, manufacturers including LG, Samsung, Zenith and Kenwood will display mobile receivers due in stores later this year.

Mini Nuclear Plants to Power 20,000 Homes Each

Nuclear power plants smaller than a garden shed and able to power 20,000 homes will be on sale within five years, say scientists at Los Alamos, the US government laboratory which developed the first atomic bomb.

The miniature reactors will be factory-sealed, contain no weapons-grade material, have no moving parts and will be nearly impossible to steal because they will be encased in concrete and buried underground.

The US government has licensed the technology to Hyperion, a New Mexico-based company which said last week that it has taken its first firm orders and plans to start mass production within five years. 'Our goal is to generate electricity for 10 cents a watt anywhere in the world,' said John Deal, chief executive of Hyperion. 'They will cost approximately $25m [£13m] each. For a community with 10,000 households, that is a very affordable $250 per home.'

Deal claims to have more than 100 firm orders, largely from the oil and electricity industries, but says the company is also targeting developing countries and isolated communities. 'It's leapfrog technology,' he said.

The company plans to set up three factories to produce 4,000 plants between 2013 and 2023. 'We already have a pipeline for 100 reactors, and we are taking our time to tool up to mass-produce this reactor.'

The first confirmed order came from TES, a Czech infrastructure company specialising in water plants and power plants. 'They ordered six units and optioned a further 12. We are very sure of their capability to purchase,' said Deal. The first one, he said, would be installed in Romania. 'We now have a six-year waiting list. We are in talks with developers in the Cayman Islands, Panama and the Bahamas.'

The reactors, only a few metres in diameter, will be delivered on the back of a lorry to be buried underground. They must be refuelled every 7 to 10 years. Because the reactor is based on a 50-year-old design that has proved safe for students to use, few countries are expected to object to plants on their territory. An application to build the plants will be submitted to the Nuclear Regulatory Commission next year.

'You could never have a Chernobyl-type event - there are no moving parts,' said Deal. 'You would need nation-state resources in order to enrich our uranium. Temperature-wise it's too hot to handle. It would be like stealing a barbecue with your bare hands.'

Other companies are known to be designing micro-reactors. Toshiba has been testing 200KW reactors measuring roughly six metres by two metres. Designed to fuel smaller numbers of homes for longer, they could power a single building for up to 40 years.

Huffington Post Beats Drudge

Democrats are winning in the polls — and also online.

Liberal political blogs are proving to be big beneficiaries of the election news cycle. According to a report from Pew Research Center, 43% of liberals say they’ve read political blogs while thinking about the horse race, compared with 22% of conservatives. The study was conducted last week among 2,599 registered voters and found that blog readership across the political spectrum was 27%.

That’s good news for top liberal blog HuffingtonPost, whose September 2008 traffic more than quintupled from September 2007 to 4.5 million uniques, based on data from comScore.

It leapfrogged Drudge Report, which had 2.1 million unique visits, up 70% from a year ago. (Matt was far ahead of Arianna last year, with 1.2 million unique visits to 792,000, respectively.)

The biggest jump was Talking Points Memo, which got its start during the Florida recount in 2000. It saw traffic soar from 32,000 uniques to 458,000, a more than tenfold increase. Daily Kos quadrupled to 923,000.

But conservative sites also climbed, particularly RedState, which grew sixfold to 235,000 unique visits. Traffic to Townhall.com and Michelle Malkin’s blog doubled.

Sites in the middle include Politico, which launched early last year, and RealClearPolitics. They too saw big increases in traffic, ending September with 2.4 million and 1.1 million unique visits, respectively.

Comcast to Roll Out Faster Internet Speeds

Comcast Corp. (CMCSA) (CMCSA) on Wednesday said it will begin rolling out faster Internet speeds over the next few weeks in selected markets to homes and businesses.

The nation's largest cable operator and residential Internet service provider will offer speeds up to 50 megabits per second, which enables users to download a high-definition movie in 16 minutes and a standard definition movie in 5 minutes.

Most Comcast customers will double their speeds for free.

The service will be available in parts of New England, including the Boston area and southern New Hampshire, as well as in portions of Philadelphia, New Jersey and the Twin Cities in Minnesota. Over the next few months, Comcast expects to roll it out to over 10 major markets.

For residential users, Comcast's new 'Extreme 50' tier, including up to 10 Mbps upstream service, will cost $139.95 a month. For businesses, it will cost $189.95 monthly, including extra features and support.

The 'Ultra' plan for individuals will offer speeds up to 22 Mbps for downloading and up to 5 upstream for $62.95 a month. The business "premium" tier will offer the same speeds for $99.95 a month.

To get the new Internet plans, individuals must also subscribe to Comcast's cable TV service.

Flexible Screens, Foldable Computers

Researchers have demonstrated a flexible television screen which could result in people folding up their computer and putting it in their pocket.

The design could be used for television and posters, as well as computers, while it could also pave the way for the development of newspaper display technology which would allow readers to upload daily news to an easy-to-carry display contraption.

The concept demo was unveiled by researchers from Sony and the Max Planck Institute in Germany who believe "Rigid television screens, bulky laptops and still image posters are to be a thing of the past".

It is all organic, flexible and transparent with an extremely low energy requirement, while it has an almost unlimited viewing angle and high efficiency.

There is no need for a backlight and response times are up to 10 times fast than LCDs (liquid crystal displays), meaning ultra-smooth motion without blurring.

Due to the transparency, it is thought multiple layers can be stacked possibly for some types of 3D effects.

Previous attempts at flexible screens are hampered by size and resolution problems, while the image was also affected when the screen was folded.

Moving images on posters, seen in films such as Minority Report could also be a possibility, as well as cereal boxes with talking images.

Researchers told the Journal of Physics: "The displays have excellent brightness and are transparent, bendable and flexible.

"There are practically no display size limitations and they could be produced relatively easily and cheaply compared to today's screens."

In 2006, Sony demonstrated an earlier version of this work, but technical, mechanical and design issues prevented them from mass producing the previous model.

Grid of 100,000 Computers Heralds New Internet Dawn

A network of 100,000 computers providing the greatest data processing capacity yet unleashed has been created to cope with information pouring from the world’s largest machine.

The Grid is the latest evolution of the internet and the world wide web and computer scientists will announce on Friday that it is ready to be connected to the Large Hadron Collider (LHC).

It is designed for schemes where huge quantities of data need crunching, such as large research and engineering projects. The Grid has the kind of power required to download movies in seconds, and the ability to make high-definition video phone calls for the same price as a local call. More importantly, it should help to narrow the search for cures for diseases. However, it is unlikely to be directly available to most internet users until telecoms providers build the fibre-optic network required to use it.

The Grid allows scientists at CERN, the European Organisation for Nuclear Research, to get access to the unemployed processing power of thousands of computers in 33 countries to deal with the data created by the LHC.

Scientists at CERN, where the world wide web was invented, created the €500 million Grid because they realised that a single computer would not be able to cope with the amount of data the LHC is expected to produce each year – 15 petabytes, or 15 million gigabytes, which would fill 20 million CDs.

They said that it was an extra facility laid on top of the internet, which originally linked computers around the world in the Seventies.

Dr Bob Jones, a CERN scientist, said: “The [world wide] web allows you to access information on other computers. What the Grid allows you to do is not only access the information, but make use of their computing resources and power.”

He likened it to the National Grid. Users would be able to tap into massive amounts of processing power, but the source of the power would change, depending on availability.

Processing tasks will be distributed between 11 gateway computer centres in ten countries, including Britain, which will share them out between more than 140 sites.

One of the first jobs the Grid will tackle is handling the raw data for CERN’s experiments into finding proof of the Higgs boson, the so-called God particle.

Its uses, however, extend well beyond particle physics and it has already been used on a smaller scale in research into diseases such as malaria and bird flu. “The Grid cannot find a cure for cancer, but what it can do is make it quicker,” said Dr Jones, explaining that what might have taken a decade could now be done in weeks.

David Britton, Professor of Physics at Glasgow University and a leading figure in the Grid project, said: “The old traditional way to find cures for diseases is that you would go to the lab and try mixing various drugs and see how they work.”

With the Grid, he said, scientists could run hundreds of thousands of simulations to create a shortlist of the drugs that are most likely to offer the potential for a cure. Researchers can then get to work testing the drugs singled out as promising.

The Grid has also already been used to save lives in the immediate aftermath of earthquakes. Using the seismic data, scientists can use the Grid for simulations that pinpoint which areas are most affected, allowing rescue teams to direct their efforts where they are most needed.

Many believe the world wide web and the internet are the same thing, but the internet is actually a massive network of networks, which connects millions of computers together globally, and the web is an information-sharing model built on top of the internet, which allows information to be accessed over the medium of the internet.

Pilot Completes Jetpack Challenge

A Swiss man has become the first person to fly solo across the English Channel using a single jet-propelled wing.

Yves Rossy landed safely after the 22-mile (35.4 km) flight from Calais to Dover, which had been twice postponed this week because of bad weather.

The former military pilot took less than 10 minutes to complete the crossing and parachute to the ground.

The 49-year-old flew on a plane to more than 8,200ft (2,500m), ignited jets on a wing on his back, and jumped out.

Mr Rossy had hoped to reach speeds of 125mph.

It felt "great, really great", said Mr Rossy: "I only have one word, thank you, to all the people who did it with me."

He said weather conditions on Friday had been perfect and his success signalled "big potential" for people to fly "a little bit like a bird" in the future.

Known as "Fusionman," he was aiming to follow the route taken by French airman Louis Blériot 99 years ago when he became the first person to fly across the English Channel in a plane.

In Dover, Mr Rossy flew past South Foreland lighthouse - which the building's manager Simon Ovenden said Blériot used as a target during his pioneering flight - and looped onlookers before landing in a field.

"It's a remarkable achievement, we saw the climax of his attempt as he came down to earth with his parachute. It's been an exciting afternoon," said Geoff Clark, a 54-year-old spectator from Chatham, in Kent.

Mark Dale, the senior technical officer for the British Hang Gliding and Paragliding Association, described Rossy's flight as a "fabulous stunt".

In an interview earlier this week, Mr Rossy said: "If I calculate everything right, I will land in Dover. But if I get it wrong, I take a bath."

The flight was broadcast live for the National Geographic Channel. Its producer, Kathryn Liptrott, told the BBC Mr Rossy was fearless.

"When we've talked to him and asked him are you worried about risk his quote consistently is: I'm not worried about risk, I manage risk.

"He flew Mirage fighters for the Swiss army, he now flies an Airbus. And in his sort of heart he's a pilot and a parachutist and what they do is manage risk."

The longest flight he had previously taken lasted 10 minutes.

The wing had no rudder or tail fin, so Mr Rossy had to steer it using his head and back.

As well as a helmet and parachute, he wore a special suit to protect him from the four kerosene-burning turbines mounted just centimetres from him on the wing.

Keep Talkin' on Those Cell Phones

The potential link between mobile telephones and brain cancer could be similar to the link between lung cancer and smoking -- something tobacco companies took 50 years to recognize, according to US scientists' warning.
Scientists are currently split on the level of danger the biological effects of the magnetic field emitted by cellular telephones poses to humans.

However, society "must not repeat the situation we had with the relationship between smoking and lung cancer where we ... waited until every 'i' was dotted and 't' was crossed before warnings were issued," said David Carpenter, director of the Institute of Health and Environment at the University of Albany, in testimony before a subcommittee of the US House of Representatives Committee on Oversight and Reform.

"Precaution is warranted even in the absence of absolutely final evidence concerning the magnitude of the risk" -- especially for children, said Carpenter.

Ronald Herberman, director of the University of Pittsburgh Cancer Institute -- one of the top US cancer research centers -- said that most studies "claiming that there is no link between cell phones and brain tumors are outdated, had methodological concerns and did not include sufficient numbers of long-term cell phone users."

Many studies denying a link defined regular cell phone use as "once a week," he said.

"Recalling the 70 years that it took to remove lead from paint and gasoline and the 50 years that it took to convincingly establish the link between smoking and lung cancer, I argue that we must learn from our past to do a better job of interpreting evidence of potential risk," said Herberman.

A brain tumor can take dozens of years to develop, the scientists said.

Carpenter and Herberman both told the committee the brain cancer risk from cell phone use is far greater for children than for adults.

Herberman held up a model for lawmakers showing how radiation from a cell phone penetrates far deeper into the brain of a five-year-old than that of an adult.

The committee were shown several European studies, particularly surveys from Scandinavia -- where the cell phone was first developed -- which show that the radiation emitted by cell phones have definite biological consequences.

For example, a 2008 study by Swedish cancer specialist Lennart Hardell found that frequent cell phone users are twice as likely to develop a benign tumor on the auditory nerves of the ear most used with the handset, compared to the other ear.

A separate study in Israel determined that heavy cell phone users had a 50 percent increased likelihood in developing a salivary gland tumor.

In addition, a paper published this month by the Royal Society in London found that adolescents who start using cell phones before the age of 20 were five times more likely to develop brain cancer at the age of 29 than those who didn't use a cell phone.

"It's only on the side of the head where you use the cell phone," Carpenter said.

"Every child is using cell phones all of the time, and there are three billion cell phone users in the world," said Herberman.

He added that, like the messages that warn of health risks on cigarette packs, cell phones "need a precautionary message."

Carpenter described the situation as "a critical public health issue," and called on the US government to support further research and for the Federal Communications Commission (FCC), in charge of monitoring the use of the radio spectrum, "to review their standards."

Also testifying was Julius Knapp, who heads the FCC office of engineering and technology -- responsible for setting limits for human exposure to radio frequency (RF) energy from electronic devices like telephones that they approve, to prevent it from heating up live tissue.

"It is important to understand that we rely on guidance from US health, safety and environmental agencies in setting those limits," Knapp said.

He added: "The FCC staff is not sufficiently qualified to speak with authority to the science of health effects of RF absorption in the body."

Future Wars 'to be Fought with Mind Drugs'

Landmines releasing brain-altering chemicals, scanners reading soldiers' minds and devices boosting eyesight and hearing could all one figure in arsenals, suggests the study.

Sophisticated drugs, designed for dementia patients but also allowing troops to stay awake and alert for several days are expected to be developed, according to the report. It is thought that some US soldiers are already taking drugs prescribed for narcolepsy in an attempt to combat fatigue.

As well as those physically and mentally boosting one's own troops, substances could also be developed to deplete an opponents' forces, it says.

"How can we disrupt the enemy's motivation to fight?" It asks. "Is there a way to make the enemy obey our commands?" Research shows that "drugs can be utilized to achieve abnormal, diseased, or disordered psychology" among one's enemy, it concludes.

Research is particularly encouraging in the area of functional neuroimaging, or understanding the relationships between brain activity and actions, the report says, raising hopes that scanners able to read the intentions or memories of soldiers could soon be developed.

Some military chiefs and law enforcement officials hope that a new generation of polygraphs, or lie detectors, which spot lie-telling by observing changes in brain activity, can be built.

"Pharmacological landmines," which release drugs to incapacitate soldiers upon their contact with them, could also be developed, according to the report's authors.

The report, which was commissioned by the Defense Intelligence Agency, contained the work of scientists asked to examine how better understanding of how the human mind works was likely to affect the development of technology.

It finds that "great progress has been made" in neuroscience over the last decade, and that continuing advances offered the prospect of a dramatic impact on military equipment and the way in which wars are fought.

It also explains that the concept of torture could be transformed in the future. "It is possible that some day there could be a technique developed to extract information from a prisoner that does not have any lasting side effects," it states. One technique being developed involves the delivery of electrical pulses into a suspect's brain and delay their ability to lie by interfering with its neurons.

Research into "distributed human-machine systems", including robots and military hardware controlled by an operator's mind, is another particular area for optimism among researchers, according to the report. It says significant progress has already been made and that prospects for use of the field are "limited only by the creative imagination."

Jonathan Moreno, a bioethicist and the author of 'Mind Wars: Brain Research and National Defense', said "It's too early to know which, if any, of these technologies is going to be practical. But it's important for us to get ahead of the curve. Soldiers are always on the cutting edge of new technologies."

A Robot with a Biological Brain!

Meet Gordon, probably the world's first robot controlled exclusively by living brain tissue.

Stitched together from cultured rat neurons, Gordon's primitive grey matter was designed at the University of Reading by scientists who unveiled the neuron-powered machine on Wednesday.

Their groundbreaking experiments explore the vanishing boundary between natural and artificial intelligence, and could shed light on the fundamental building blocks of memory and learning, one of the lead researchers told AFP.

"The purpose is to figure out how memories are actually stored in a biological brain," said Kevin Warwick, a professor at the University of Reading and one of the robot's principle architects.

Observing how the nerve cells cohere into a network as they fire off electrical impulses, he said, may also help scientists combat neurodegenerative diseases that attack the brain such as Alzheimer's and Parkinson's.

"If we can understand some of the basics of what is going on in our little model brain, it could have enormous medical spinoffs," he said.

Looking a bit like the garbage-compacting hero of the blockbuster animation "Wall-E", Gordon has a brain composed of 50,000 to 100,000 active neurons.

Once removed from rat foetuses and disentangled from each other with an enzyme bath, the specialised nerve cells are laid out in a nutrient-rich medium across an eight-by-eight centimetre (five-by-five inch) array of 60 electrodes.

This "multi-electrode array" (MEA) serves as the interface between living tissue and machine, with the brain sending electrical impulses to drive the wheels of the robots, and receiving impulses delivered by sensors reacting to the environment.

Because the brain is living tissue, it must be housed in a special temperature-controlled unit -- it communicates with its "body" via a Bluetooth radio link.

The robot has no additional control from a human or computer.

From the very start, the neurons get busy. "Within about 24 hours, they start sending out feelers to each other and making connections," said Warwick.

"Within a week we get some spontaneous firings and brain-like activity" similar to what happens in a normal rat -- or human -- brain, he added.

But without external stimulation, the brain will wither and die within a couple of months.

"Now we are looking at how best to teach it to behave in certain ways," explained Warwick.

To some extent, Gordon learns by itself. When it hits a wall, for example, it gets an electrical stimulation from the robot's sensors. As it confronts similar situations, it learns by habit.

To help this process along, the researchers also use different chemicals to reinforce or inhibit the neural pathways that light up during particular actions.

Gordon, in fact, has multiple personalities -- several MEA "brains" that the scientists can dock into the robot.

"It's quite funny -- you get differences between the brains," said Warwick. "This one is a bit boisterous and active, while we know another is not going to do what we want it to."

Mainly for ethical reasons, it is unlikely that researchers at Reading or the handful of laboratories around the world exploring the same terrain will be using human neurons any time soon in the same kind of experiments.

But rats brain cells are not a bad stand-in: much of the difference between rodent and human intelligence, speculates Warwick, could be attributed to quantity not quality.

Rats brains are composed of about one million neurons, the specialised cells that relay information across the brain via chemicals called neurotransmitters.

Humans have 100 billion.

"This is a simplified version of what goes on in the human brain where we can look -- and control -- the basic features in the way that we want. In a human brain, you can't really do that," he said.

For colleague Ben Whalley, one of the fundamental questions facing scientists today is how to link the activity of individual neurons with the overwhelmingly complex behaviour of whole organisms.

"The project gives us a unique opportunity to look at something which may exhibit complex behaviours, but still remain closely tied to the activity of individual neurons," he said.
