There was a whiff of extra excitement in the air last week when some marijuana enthusiasts read about the New Orleans City Council's decision to make pot possession a municipal offense, giving police the option of issuing a summons rather than arresting and booking an offender on state charges.The reason for the buzz was that the council's ordinance said possession of marijuana would be a municipal offense unless the drug was "obtained directly or pursuant to a valid prescription or order from a practitioner."
That sounded to some folks as if the council, without any public discussion, had just legalized the use of marijuana for medical purposes in New Orleans.
Not so fast, dude.
